Corrupt Ellis County Texas District Attorney Patrick Wilson wrongfully imprisoned Bill Windsor, and he did it intentionally. He’s a criminal. He should get life in prison without the possibility of parole.

The following information is taken from the Supplement to the Appellant’s Brief filed by William M. Windsor with the Texas Tenth Court of Appeals:
- William M. Windsor has just learned of a statute in Texas and Montana that further establishes that he was illegally detained and incarcerated in Ellis County Texas. This information was only revealed to him this week by the Missoula County Montana County Attorney’s Office. Therefore, William M. Windsor supplements his Appellant’s Brief to add this important information.
- ISSUE #1: Was William M. Windsor illegally detained and incarcerated in the Ellis County Texas Jail?
- William M. Windsor was detained on the claim that he violated a protective order in Montana.
- While William M. Windsor was told that he was being detained in Ellis County Texas on “violation of a protective order,” he asked for, but never received, a copy of any such alleged order.
- Ellis County Texas District Attorney Patrick Wilson knowingly and purposely concealed that key evidence, and he did so in order to wrongfully imprison William M. Windsor for 53 days. He did it because William M. Windsor was exposing him and his Ellis County associates and because he had a lawsuit pending against a number of these people that should have resulted in a $100 million+ jury verdict. If he put William M. Windsor in jail, Windsor would lose his case because he would be unable to appear for hearings and do the necessary work.
- Ellis County Texas District Attorney Patrick Wilson concealed the evidence because William M. Windsor would have then been able to show the Ellis County Texas courts that the claimed order of protection was actually an expired TEMPORARY order of protection. William M. Windsor only had it disclosed to him this week that the alleged order was a temporary order as the corrupt Missoula County Montana County Attorney’s Office concealed this from the judge and William M. Windsor.
- Both Montana and Texas enacted the Interstate Enforcement of Domestic Violence Protection Orders Act. And when William M. Windsor finally read this Act, he immediately realized that a Temporary Order of Protection (“TOP”) is not valid in Texas. The law in Montana and Texas is that if a TOP from another state is issued ex parte, it is not valid. William M. Windsor was not given notice or an opportunity to appear on the TOP in Montana, and it has been 535 days since the TOP was issued!
- The Missoula County Attorney’s Office knew this, and Ellis County Texas District Attorney Patrick Wilson knew this. This explains the real reason why the Information filed to obtain the Bench Warrant in Missoula County Montana neither identified the alleged protective order nor attached a copy. This explains why there was no affidavit accompanying the Bench Warrant used in Ellis County Texas. An attorney would have been able to see that it was a TOP and would have known that it was not valid in Texas because of the Interstate Enforcement of Domestic Violence Protection Orders Act.
- This explains the real reason why William M. Windsor was denied bond when the law clearly shows that he should have been released immediately on bond. The conspirators had to do whatever it took to get him to Montana because Texas did not have the legal right to hold him.
- This explains why Ellis County Texas District Attorney Patrick Wilson had his assistant district attorneys, Jake Heffernan and Amy L. Lockhart, conceal the information that they had received from Montana. That information provided the proof that would show that Texas incarcerated William M. Windsor illegally.
- The violation must be committed in Montana or must be recognized as a crime in another state pursuant to the Uniform Interstate Enforcement of Domestic-Violence Protection Orders Act.
- Montana law (MCA 40-15-301 (6)) says that temporary orders of protection are only valid in Montana: “An order of protection issued under this section is effective throughout the state. Courts and law enforcement officials shall give full faith and credit to all orders of protection issued within the state.” [emphasis added.]
- The uncontroverted evidence is that William M. Windsor was in Texas when these alleged crimes occurred. There were no allegations that any crime was committed in Montana. This explains why Ellis County Texas District Attorney Patrick Wilson lied to Judge Cindy Ermatinger and claimed William M. Windsor committed a crime in Montana and fled the state to become a fugitive in Texas. If that were the case, Ellis County Texas would have had a legal right to hold him. He made it up to support his co-conspirators.
- Both Montana and Texas are two of the 17 states that subscribe to the Uniform Interstate Enforcement of Domestic-Violence Protection Orders Act. (See http://uniformlaws.org.) The Act has two purposes: (1) to define the meaning of full faith and credit as it relates to the interstate enforcement of domestic violence protection orders, and (2) to establish uniform procedures for effective interstate enforcement. Texas enacted the Uniform Interstate Enforcement of Domestic-Violence Protection Orders Act in 2001. It is found in Texas FAMILY CODE — TITLE 4. PROTECTIVE ORDERS AND FAMILY VIOLENCE — SUBTITLE B. PROTECTIVE ORDERS — CHAPTER 88. UNIFORM INTERSTATE ENFORCEMENT OF PROTECTIVE ORDERS ACT. It is found in Montana Code Annotated > TITLE 40. FAMILY LAW > CHAPTER 15. PARTNER AND FAMILY MEMBER ASSAULT, SEXUAL ASSAULT, AND STALKING — SAFETY AND PROTECTION OF VICTIMS > Part 4. Uniform Interstate Enforcement of Domestic Violence Protection Orders.
- Section 3 of the Uniform Interstate Enforcement of Domestic-Violence Protection Orders Act (Section 40-15-403 of the Montana Annotated Code) requires:
“(d) A foreign protection order is valid if it:
(1) identifies the protected individual and the respondent;
(2) is currently in effect;
(3) was issued by a tribunal that had jurisdiction over the parties and subject matter under the law of the issuing State; and
(4) was issued after the respondent was given reasonable notice and had an opportunity to be heard before the tribunal issued the order or, in the case of an order exvparte, the respondent was given notice and has had or will have an opportunity to be heard within a reasonable time after the order was issued, in a manner consistent with the rights of the respondent to due process.”
16. The TOP expired, so it was not currently in effect.
17. The Missoula County Montana court did not have jurisdiction.
18. But what is the essential factor to Texas is that the TOP was rendered ex parte without notice to William M. Windsor and without an opportunity to be heard. Therefore, the ex parte TOP by statute has no validity in Texas or any of the 16 other states that have enacted the Uniform Interstate Enforcement of Domestic-Violence Protection Orders Act.
19. The very corrupt Ellis County Texas District Attorney Patrick Wilson was obligated to know this law. He knew it. He violated it to wrongfully imprison William M. Windsor.
Bill Windsor is proposing a change to the laws in Texas and Montana. Any prosecuting attorney who intentionally violates the rights of someone and wrongfully imprisons them should be subject to a sentence of a minimum of 10 years in prison and a maximum of life in prison without the possibility of parole. Ellis County Texas District Attorney Patrick Wilson deserves life, and the authorities should consider trying him for treason. And we all know what the penalty might be for that! It’s up to the judge and jury.
Bill Windsor wonders if Jake Heffernan and Amy L. Lockhart want to go to prison with Ellis County Texas District Attorney Patrick Wilson. Ellis County Texas District Attorney Patrick Wilson has committed one or more felonies, and if they don’t report him to the authorities, they will be guilty of the crime of misprision of felonies as well as acting as accomplices in the wrongful imprisonment of William M. Windsor. Something to think about, huh Jake and Amy?

He was put into the Ellis County Texas Jail illegally for 53 days as a political prisoner. The State of Montana has filed five criminal charges against William M. Windsor for sending a Tweet, publishing the UNIVERSITY OF MONTANA EMPLOYEE‘s name (the would-be killer) four times, sending a legal notice email to a University of Montana attorney, and filming the movie and the pilot for a TV show that will expose Montana as the most corrupt state in the country. Now Bill Windsor is wanted for these dastardly crimes, and he is hiding out. In a recent development, “law enforcement” had LawlessAmerica.com removed from the Internet. This website contains over 1,400 articles exposing corruption. Bill Windsor worked with a friendly offshore hosting company to return the website to the Internet outside the clutches of American evildoers. He wasn’t so lucky when Facebook removed the movie page falsely claiming it promoted nudity, pornography, and solicitation of sex … or when AT&T canceled the email that he used on everything related to the movie for years falsely claiming he violated their Terms of Service.
